If you successfully downloaded and installed macOS Ventura on your Mac but are unable to update it, there may be a problem with macOS Ventura launching or your Mac and is stuck in setup.
The transition to Ventura occurs through several stages and may take time, just like any significant update. Throughout this process, your Mac can restart many times. Therefore, what you believe to be your Mac's failure to boot after an upgrade may actually be your Mac's incomplete upgrade. Before assuming there is a problem, give the process at least a few hours to run its course. If it still hasn't finished, Ventura can be in a boot loop.
Examine the power supply, the power cable or the adapter
Make sure the Mac is plugged in properly and that the power is ON. If it is a laptop, check to see if the battery is still functional. If it does need charging, give it time.
Check if your power cable is working. Try other Mac power cables to see if it fixes the issue.
Check if your power adaptor might have been harmed in a power surge during a recent power outage, and you might need a new one.
Check if the cable is loose, in which case unplugging and replugging it will fix the issue.
Try Power Cycle
For Macbook users: Press and hold the Power key for ten seconds. You may hear a squeak as the Mac power is abruptly cut. Wait for 10 seconds until it restarts.
For Mac desktop users: Disconnect and leave it unplugged for at least ten seconds before plugging it back in to restart it.
Check your display
Note: Skip this step if you do not have a separate display monitor.
Possible there is a problem only on the display but not on the Mac. Observe if the Mac still making sounds during boot up.
To check if the display is working or not:
Check if the power supply is working.
Check all cables are firmly attached.
Plug the video wire back in after unplugging it (if using a separate display).
When booting in Recovery Mode, you will see a macOS Utilities screen from where you can use Disk Utility to repair your boot disk or, if necessary, reinstall macOS Monterey.
For Apple silicon Mac devices: Press and hold the Power button and keep holding it until you see a macOS Utilities screen.
For Intel Mac devices: Press and hold the COMMAND ⌘ + R keys while pressing the Power button .
